What They Could Have Offered to Serge Sargsyan
The working group set up to implement the recommendations of the PACE Resolution 1906, which is led by the ex-vice premier, the present head of the president administration Hovik Abrahamyan, has offered a package proposal to the president which it was supposed to work out to bring into being the PACE resolution. Unfortunately, the news release of the working group on this offer which was issued by the president administration does not specify what exact proposals the working group has offered to the president which mark the implementation of the points of the PACE resolution.

Meanwhile, the PACE resolution prompted or recommended or advised to improve the political system, to establish a dialogue with all, including the opposition forces which are not in parliament, release those arrested for political dissent, stop persecution and shortening of the rights and freedoms of the citizens, conduct an independent investigation of the events of March 1 and 2. Those are perhaps the main points of the PACE resolution which are directly related to the present state of Armenia, and the solution of which would provide fertile soil for securing the future political process from shocks and hold them in the domain of lawfulness and democracy.

Ostensibly the proposal of the working group concerns the solution of those problems. It means the working group has offered options of how to lift constraints on civil rights and freedoms, and allow holding rallies or marches or demonstrations. Or the working group has offered proposals on how to carry out an independent, unbiased investigation of the events of March 1 and 2 to reveal the wrongdoers and the organizers and perpetrators of the operation which took the lives of ten people. And finally the working group perhaps offered the possible ways of establishing a dialogue with the opposition.

Nevertheless, it should not be ruled out that the package proposal of the working group is a mere expression of embarrassment of the working group to Serge Sargsyan that they worked so hard to find ways of implementation of the PACE resolution but found no option for implementing the PACE requirements because their fulfillment may cause an unfavorable political situation for the government and enhance the importance of the society in the country. The point is that the expression “implementation of the PACE resolution” is the synonym to “application of the Armenian legislation”. It is absolutely unnecessary to set up a working group or to work out proposals if the government obeys the Constitution and the laws of Armenia and places them at the core of public, political, social, economic, cultural relations.

If the country has a Constitution and laws, if the country has a legislature, an executive and courts which observe them, there is no need for working groups or proposals. And if the country regularly faces working groups and proposals, it is pointless to speak about the Constitution, the legislation, the legislative, executive and judicial powers.
