“New Government” Contradicting to Time9:32 Yerevan | 5:32 GMT | Saturday 19 July 2008Hakob Badalyan The society has a natural question regarding the actions of the so-called new government of Armenia: are those actions a genuine wish, an honest wish to change something or are they imitation aimed to relieve public discontent and to win over the society, creating the impression that not only the president but also the quality of government has changed. In this connection, the question occurs what determines the change of that quality if the actions of the government are not imitation. Is the reason for the change of the quality Levon Ter-Petrosyan who managed to seriously mobilize the society and turn the society into a factor which the government cannot ignore anymore? Or is the change of the quality of the government determined by the requirements of time, and independent from Levon Ter-Petrosyan’s participation, the government would do what it is doing now? Or is the change of quality of government determined by the change of president, that Robert Kocharyan is not the president anymore, and he was the obstacle to the change of the quality of government? No doubt there will be people who will think, maybe righteously, that the reason of change of quality of the actions of the government is not important but the change with its result. Maybe. But first of all the result is not noticed. Maybe it takes time but the fact is that the result is not seen. And perhaps the reason of that change is important to reach the result or to bring the result closer. After all, the revelation of the imitational nature of change is also a result, an important result which will prevent the government’s tactics of misleading the society in a new way.
Perhaps it is worthwhile to view the abovementioned three reasons for the external change of the government’s actions separately. If Levon Ter-Petrosyan and the popular movement led by him imposes the qualitative change on the government, it is a fact that it is a serious political factor, therefore it is obvious that after the presidential election the political status quo has changed. And in that situation, if the government has a genuine wish to change its quality, it must hold an early parliamentary election because no system of public administration can be important if the representational body of that system, the parliament, does not reflect the status quo in the country.
If the external signs of the change of quality of government are determined by the imperatives of the time, in that case, if the government has a genuine wish to change qualitatively, it should take into account all the requirements of time rather than replace the cadres of the so-called former (1998-2008) government by one another, to confuse the time and all the animate and inanimate objects in it.
If the replacement of the personality of Robert Kocharyan is the matter, in order to prove the honesty of efforts to change qualitatively and to protect the society from different “psychological disorders” Serge Sargsyan must make a political evaluation of the government of Robert Kocharyan, especially regarding the problems which are of core importance for the country, pointing out to what he thinks was the main mistake of Robert Kocharyan. It does not mean to judge or prosecute Robert Kocharyan. However, if there were occurrences in the country which are perceived as crimes among the society, Serge Sargsyan must enable Robert Kocharyan to prove that he is innocent, and enable the society to prove that he is guilty. This opportunity in any normal country is an independent judicial system.
It is possible that the external signs of change of the quality of the present (after 2008) government are determined by all the three reasons mentioned above. In that case too, Serge Sargsyan’s actions regarding every separate reason remain the same. Simply he must do three things at once if he honestly wants to shape a new government in Armenia, compliant with the requirements of the society and time, rather than deepen his controversy with the society and time by renovating the mechanisms of cheating the citizens. |
