If Kocharyan Does Not Take Part in Process9:33 Yerevan | 5:33 GMT | Saturday 19 July 2008James Hakobyan It was expected since the rally on July 20 that Robert Kocharyan would respond to Levon Ter-Petrosyan. It was also expected what Kocharyan would tell Levon Ter-Petrosyan. In this sense, perhaps there was no need to make that response because everyone knows what Robert Kocharyan could tell Levon Ter-Petrosyan and generally to every political opponent. Meanwhile perhaps very few people knew what Robert Kocharyan would tell Serge Sargsyan. However, from the interview in response to Levon Ter-Petrosyan the society learned to some degree what Robert Kocharyan can tell Serge Sargsyan. Moreover, perhaps the most important statements of Robert Kocharyan in the interview were addressed to Serge Sargsyan. In fact, there are at least two overt accusations and one tacit, indirect accusation for Serge Sargsyan. The first is that Robert Kocharyan accuses, not using direct wording but with a clear context, that Serge Sargsyan keeps Levon Ter-Petrosyan at large. The second accusation is that Serge Sargsyan invites Abdullah Gul to watch football in Yerevan. If we generalize, Robert Kocharyan actually voices dissatisfaction with Serge Sargsyan’s approaches toward to core issues of home and foreign policies. And the “wreath” of that dissatisfaction is the phrase about the government and responsibility which Robert Kocharyan utters. He says the government cannot have shade responsibility, and the one who is authorized by the Constitution bears responsibility.
In fact, it is difficult to imagine Robert Kocharyan confess that although he is already an ordinary citizen by the Constitution, he continues to rule the government. Moreover, Robert Kocharyan seems to hint that he is unlikely to return to government as he says that Levon Ter-Petrosyan miscalculates when he views him as an opponent in future political battles. On the other hand, however, it should not be ruled out that Robert Kocharyan’s second interview after leaving the office of president aims to mislead both Ter-Petrosyan and Serge Sargsyan rather.
Perhaps Robert Kocharyan tries to prompt to the first that by criticizing him all the time he strengthens Serge Sargsyan, and reassure Sargsyan that he is unlikely to return to government, therefore he need not go in for Levon Ter-Petrosyan. Also it is not ruled out that Robert Kocharyan is misleading the international community, revaluating Serge Sargsyan’s tolerance through sharp evaluations of external and internal issues and actually radical approaches. In other words, by announcing his opinion on jailing Ter-Petrosyan and ignoring Gul Robert Kocharyan actually tells the international community: “Look what a perfect president Serge Sargsyan is.”
It is too difficult to tell in which direction Robert Kocharyan wants to mislead, because Robert Kocharyan’s evaluations, pronouncements, word stock are predictable but intentions and actions are not. At any rate, it is clear that although Robert Kocharyan hints at his reluctance to participate in future political processes, he understands that if he does not participate in the process, the process will participate in him, therefore he has no alternative. Simply the only “legal” lever of Robert Kocharyan to influence the process is interviews, although he has never been fussy about levers. |
